We looked around the world to see which countries have the same idea in mind which they are trying to put it into practice. The following national digital health strategies are the examples we found.\u003C\u002Fp>\n\n\n\n\u003C!--more-->\n\n\n\n\u003Ch2 class=\"wp-block-heading\">\u003Cstrong>Why does every country need a digital health strategy?\u003C\u002Fstrong>\u003C\u002Fh2>\n\n\n\n\u003Cp>Three reasons necessitate the urgent introduction of a digital health strategy in every country.\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cstrong>(1)\u003C\u002Fstrong> \u003Cstrong>First and foremost, healthcare systems are unsustainable\u003C\u002Fstrong>. \u003Ca href=\"http:\u002F\u002Fwww.oecd.org\u002Fhealth\u002Fhealthcarecostsunsustainableinadvancedeconomieswithoutreform.htm\">According to OECD projections\u003C\u002Fa>, in Europe, public expenditure on health and long-term care in OECD countries is set to increase from around 6% of GDP today to almost 9% of GDP in 2030 and as much as 14% by 2060. The international organization also found that the causes for the rising public costs stem from the growing needs of aging populations, the increasing share of chronic illnesses in societies, the rising incomes driving higher expectation – and the introduction of new technologies.\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cstrong>(2)\u003C\u002Fstrong> \u003Cstrong>Secondly, the needs-based shortage of healthcare workers globally is about 17.4 million, \u003C\u002Fstrong>\u003Ca href=\"https:\u002F\u002Fmedicalfuturist.com\u002Fcould-a-i-solve-the-human-resources-crisis-in-healthcare\">\u003Cstrong>says The Medical Futurist Institute in its latest paper\u003C\u002Fstrong>\u003C\u002Fa>. That’s almost the entire population of Chile and twice as many as living in Austria or Israel. Moreover, the WHO’s \u003Ca href=\"http:\u002F\u002Fwww.euro.who.int\u002Fen\u002Fhealth-topics\u002FHealth-systems\u002Fhealth-workforce\u002Fdata-and-statistics\">\u003Cem>Global Strategy on Human Resources for Health: Workforce 2030\u003C\u002Fem>\u003C\u002Fa> reports that shortages can mount up to 9.9 million physicians, nurses and midwives globally by 2030.\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cstrong>(3) Thirdly, technology is outpacing healthcare systems as well as bureaucratic authorization systems at lightning speed\u003C\u002Fstrong>. The market of digital health technologies, including health IT, wearables, health sensors and any solutions aiming to digitize healthcare, is projected to surpass USD 379 billion by 2024; according to a \u003Ca href=\"https:\u002F\u002Fglobenewswire.com\u002Fnews-release\u002F2018\u002F04\u002F03\u002F1458864\u002F0\u002Fen\u002FDigital-Health-Market-will-register-phenomenal-growth-of-26-to-beat-379-bn-by-2024-Global-Market-Insights-Inc.html\">research report by Global Market Insights\u003C\u002Fa> published in April 2018. Investment is pouring into the sector as never seen before: \u003Ca href=\"https:\u002F\u002Frockhealth.com\u002Freports\u002Fq3-2018-an-entrepreneurs-market-leads-to-digital-healths-biggest-quarter-yet\u002F\">Rock Health reported that\u003C\u002Fa> at the close of its third quarter, 2018 is already the most-funded year ever for digital health startups.\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cstrong>Thus, every national government needs a digital health strategy to be able to channel the power of \u003C\u002Fstrong>\u003Ca href=\"https:\u002F\u002Fmedicalfuturist.com\u002Fcould-a-i-solve-the-human-resources-crisis-in-healthcare\">\u003Cstrong>health technologies to tackle the human resources crisis\u003C\u002Fstrong>\u003C\u002Fa>\u003Cstrong> as well as to make healthcare systems sustainable. That’s certainly a start – as every single country on Earth, all 193 states, from Trinidad and Tobago until \u003Ca href=\"http:\u002F\u002Fwww.nationalplanningcycles.org\u002Fsites\u002Fdefault\u002Ffiles\u002Fplanning_cycle_repository\u002Fkazakhstan\u002F2014-2018_gg_na_angl.pdf\">Kazakhstan\u003C\u002Fa>, has some sort of health strategy, and\u002For policies on science, technology, and innovation. Sometimes, they even put them online.\u003C\u002Fp>\n\n\n\n\u003Cp>However, \u003Cstrong>the intersection of technology and health doesn’t quite often materialize in digital health policies, but rather guidelines on health IT, mHealth, wireless health or e-health. But these expressions are definitely not the same\u003C\u002Fstrong>. \u003Ca href=\"https:\u002F\u002Fmedicalfuturist.com\u002Fdigital-health\">Digital health means\u003C\u002Fa> \u003Cem>the cultural transformation of how disruptive technologies that provide digital and objective data accessible to both caregivers and patients leads to an equal level doctor-patient relationship with shared decision-making and the democratization of care.\u003C\u002Fem>\u003C\u002Fp>\n\n\n\n\u003Cp>On the other hand, the difference between health IT and digital health could be illustrated with \u003Ca href=\"https:\u002F\u002Fmedicalfuturist.com\u002Fhealth-it-or-digital-health-the-gary-rule-helps\">the Gary-rule introduced by Dr. Meskó\u003C\u002Fa>. If a technological issue comes up in a healthcare setting – the antivirus software becomes outdated, or the electronic medical record system stops working, and we have to call Gary, the IT guy, as he is alone capable of solving it, it’s an IT issue. However, for our overview, we were looking for national digital health strategies, which also recognize the social impact of technologies on healthcare alongside a restructuration of power relations that were cemented in healthcare for over centuries\u003C\u002Fstrong>. From our analysis, we also excluded such examples as \u003Ca href=\"https:\u002F\u002Fwww.ehealth.scot\u002Fstrategies\u002Fthe-person-centred-ehealth-strategy-and-delivery-plan-stage-one\u002F\">the draft Scottish digital health strategy\u003C\u002Fa>, since we were shooting for the national, and not the regional level.\u003C\u002Fp>\n\n\n\n\u003Cp>Here are our examples outlining the pros and cons.\u003C\u002Fp>\n\n\n\n\u003Ch2 class=\"wp-block-heading\">\u003Cstrong>1) Denmark\u003C\u002Fstrong>\u003C\u002Fh2>\n\n\n\n\u003Cp>The \u003Ca href=\"https:\u002F\u002Fwww.forbes.com\u002Fsites\u002Fduncanmadden\u002F2018\u002F03\u002F27\u002Franked-the-10-happiest-countries-in-the-world-in-2018\u002F#1444087573e9\">third happiest country in the universe\u003C\u002Fa> has one of the most advanced digital health systems alongside an elaborated and concise national digital health strategy for the next four years. The document emphasizes the importance of the cooperation of each and every healthcare actor through the easiest and fastest way, technology, with a clear purpose: to build an integrated network focusing on patients and looking at the person as a whole, not just at the individual diagnosis.\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cstrong>Pros\u003C\u002Fstrong>. Denmark is building \u003Cstrong>a robust digital system with enhanced safety for patient data as well as a framework for coordination among platforms and actors\u003C\u002Fstrong>. Currently, a patient’s medical records are viewable by clinicians across regions in the National Health Record (Sundhedsjournalen). In addition, the Shared Medication Record (Fælles Medicinkort) gives healthcare professionals access to a complete, up-to-date prescription-medicine overview for the patient across the entire health system. With acknowledging the projections for growth in chronic illnesses while being aware of strained resources, the document outlines the importance of patients taking an active role in their care: to understand their data and their medical state better, and furthermore to proactively participate in their treatment. That also means a shift towards prevention.\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cstrong>Cons\u003C\u002Fstrong>. The Medical Futurist has to say, \u003Cstrong>we\u003C\u002Fstrong> \u003Cstrong>couldn’t find a single flaw in the strategy\u003C\u002Fstrong>! We are enthusiastic about the clear vision and well-thought-out steps of the Danish government, which hold up an excellent example of how policy-makers should approach digital health.\u003C\u002Fp>\n\n\n\n\u003Ch2 class=\"wp-block-heading\">\u003Cstrong>2) Australia\u003C\u002Fstrong>\u003C\u002Fh2>\n\n\n\n\u003Cp>The country recognized two years ago that it needs a digital health strategy, so Canberra established the Australian Digital Health Agency and consulted every stakeholder in the healthcare landscape. The forums, workshops, webcasts and town hall meetings were attended by \u003Ca href=\"https:\u002F\u002Fconversation.digitalhealth.gov.au\u002Faustralias-national-digital-health-strategy\">more than 3,100 people, and over 1,000 submitted their recommendations\u003C\u002Fa>. Thus, drawing up the \u003Ca href=\"https:\u002F\u002Fconversation.digitalhealth.gov.au\u002Faustralias-national-digital-health-strategy\">Australian digital health strategy\u003C\u002Fa> was an entirely inclusive process.\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cstrong>Pros.\u003C\u002Fstrong> The result is a \u003Cstrong>document focusing on leveraging on a digitally savvy society and directing it towards a crystal-clear digital health vision with patients put in the center of care\u003C\u002Fstrong>. It says that by the end of 2018, every Australian will have a My Health Record unless they choose not to. By 2022, all healthcare providers will be able to contribute to and use health information in My Health Record on behalf of their patients, while they will be able to access their health information at any time online and through mobile apps. The strategy outlines the goals to improve patient pathways and the overall patient experience, sustain a more efficient health system, provide greater access to care and at the same time full data security.\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cstrong>Cons\u003C\u002Fstrong>. The strategy \u003Cstrong>places its focus too much on health IT challenges \u003C\u002Fstrong>such as electronic medical records, personal health records or interoperability, while cultural transformation and its consequences such as patient engagement, dealing with patient data as well as the utilization of health sensors get a lower priority.\u003C\u002Fp>\n\n\n\n\u003Cfigure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\">\u003Cdiv class=\"wp-block-embed__wrapper\">\n\u003Ciframe loading=\"lazy\" title=\"Launch of the National Digital Health Strategy and Framework for Action - 3 July 2018\" width=\"640\" height=\"360\" src=\"https:\u002F\u002Fwww.youtube.com\u002Fembed\u002Fr1OZgcqIAxw?start=9&feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen>\u003C\u002Fiframe>\n\u003C\u002Fdiv>\u003C\u002Ffigure>\n\n\n\n\u003Ch2 class=\"wp-block-heading\">\u003Cstrong>3) New Zealand\u003C\u002Fstrong>\u003C\u002Fh2>\n\n\n\n\u003Cp>In 2016, the Health Ministry of New Zealand also realized that \u003Cem>the health sector will need to be adaptable in the coming years as developing technology changes how services can be delivered in ways not yet understood\u003C\u002Fem>. So, \u003Cstrong>they started to think strategically about how they could ensure that all New Zealanders “live well, stay well and get well” in a patient-centered healthcare ecosystem\u003C\u002Fstrong>. The government prepared the \u003Ca href=\"https:\u002F\u002Fwww.health.govt.nz\u002Fnew-zealand-health-system\u002Fnew-zealand-health-strategy-future-direction\">NZ Health Strategy\u003C\u002Fa> with the aim to transform the existing processes and practices so that they align with 21st-century challenges, and launched a mechanism to build their digital health strategy embedded in the framework.\u003C\u002Fp>\n\n\n\n\u003Cp>It means they want to have a greater focus on people and their needs while including everyone in shaping healthcare processes together. On the other side, they want to create an integrated healthcare system that provides comprehensive services. \u003Cstrong>They worked out five central elements to define the NZ system: people-powered, closer to home, value and high performance, one team, and a smart ecosystem.\u003C\u002Fstrong>\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cstrong>Pros\u003C\u002Fstrong>. \u003Cstrong>The vision is entirely patient-centered, inclusive and forward-looking\u003C\u002Fstrong>. Moreover, the Medical Futurist was honored that \u003Cstrong>the New Zealand government reached out to our team for advice, and they included the definition of digital health worked out by The Medical Futurist Institute in their latest draft version of the digital health strategy.\u003C\u002Fstrong>\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cstrong>Cons\u003C\u002Fstrong>. The strategy \u003Cstrong>in its current form is only a draft which still needs to be approved by the Director of General Health\u003C\u002Fstrong>. In March 2018, the \u003Ca href=\"https:\u002F\u002Fwww.healthcareglobal.com\u002Ftechnology\u002Fisrael-set-launch-its-275mn-digital-health-strategy\">Israeli government announced that it will invest $275mn in its digital health strategy\u003C\u002Fa>. In July, \u003Ca href=\"https:\u002F\u002Fwww.mobihealthnews.com\u002Fcontent\u002Fisraeli-government-dips-digital-health-33m-grant\">Jerusalem announced a $33 million grant\u003C\u002Fa> aimed at furthering the country’s foothold in biotech and medicine. Thus, it is clear that \u003Cstrong>the state is ready to invest in the digital health scene, which is a definite upside.\u003C\u002Fstrong>\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cstrong>Pros\u003C\u002Fstrong>. \u003Ca href=\"https:\u002F\u002Fwww.bmcev.de\u002Fwp-content\u002Fuploads\u002F2016\u002F05\u002F2016-05-15-Yanovsky-Dagan-MoH.-Digital-Health-Strategy.pdf\">According to the document itself\u003C\u002Fa>, \u003Cstrong>the primary goal of the digital health strategy is to \u003C\u002Fstrong>\u003Ca href=\"https:\u002F\u002Fwww.timesofisrael.com\u002Fdespite-privacy-concerns-israel-to-put-nations-medical-database-online\u002F\">\u003Cstrong>unify the existing database of the digital medical records Israel has collected throughout 20 years\u003C\u002Fstrong>\u003C\u002Fa>\u003Cstrong> — which holds the medical files of more than 98 percent of the population\u003C\u002Fstrong>. Furthermore, it aims to create a single database, in which one’s participation is optional, which will help attract researchers and industry leaders from across the globe. Beyond that, \u003Cstrong>the government aims to strengthen telemedicine, to facilitate collaboration between various institutions providing care and to improve emergency rooms.\u003C\u002Fstrong>\u003C\u002Fp>\n\n\n\n\u003Cp>\u003Cstrong>Cons\u003C\u002Fstrong>. Although \u003Cstrong>the digital health strategy mentions the word proactivity, it is not used regarding urging patients to proactively take care of their own health\u003C\u002Fstrong>. In case, the treatment proves to be effective, the person will be healed without the expertise of French doctors. Thus, why exactly would he contribute to the healthcare system through his taxes in France? It also crippled the National Health Service (NHS) in the United Kingdom. UK hospitals were shut down and had to turn away non-emergency patients after ransomware ransacked its networks. That was the complete and utter failure of the health IT infrastructure. Since that attack, not only hospitals doubled down on cybersecurity, but Microsoft also started to take cybersecurity in healthcare as seriously as never before. The ransomware \u003Ca href=\"https:\u002F\u002Fwww.beckershospitalreview.com\u002Fhealthcare-information-technology\u002F6-updates-on-the-worldwide-ransomware-attack.html\">exploited\u003C\u002Fa> a vulnerability Microsoft had created a patch for two months prior, but many organizations — including hospitals — had not appropriately updated their systems before the attack.\u003C\u002Fp>\n\n\n\n\u003Cp>Failures of health IT issues on a less systemic level are not as visible but could be just as crippling for patients and medical professionals. It could even endanger patients’ lives. For example, in February 2016, an anti-virus software started running on a computer that monitored a patient who was undergoing highly sensitive heart surgery in a US hospital. The monitoring equipment failed during the operation.
